DVSA- Full driving test consultation report published
Posted 09 December 2025 — Anyone
The DVSA has today published the full report for the consultation on improving the booking service for driving tests.
The outcome of the consultation means that:
🚗 Only learner drivers can book and manage tests.
🚗 Changes (including swaps and location changes) will be limited to 2 and the DVSA has limited the location that booked tests can be swapped to.
The full report can be viewed here.
To support the report the DVSA has published a blog post from Christian Oreschnick - DVSA’s driver and rider service development lead. In the post, Christian goes into more detail about:
🚗 The data used to make the decisions.
🚗 The rationale behind the changes.
🚗 Next steps and how the DVSA will update everyone about the changes.
The full blog can be read here.
MSA GB View
Despite the publication of the Driving Test Consultation report, MSA GB remains concerned that the proposals may have a detrimental impact on your business and the driver training profession as a whole. We also believe they could lead to unintended consequences for learner driver outcomes and wider road safety. To ensure these concerns are properly heard, we have prepared a specimen letter for you to send to your MP, asking them to encourage the Minister and the Department for Transport to reconsider the decision. You can download the letter and find your MP’s contact details here.
If you require any support or further guidance regarding these changes, please contact our membership team at info@msagb.com or 01787 221020. We are here to assist and ensure you feel fully supported throughout this process.
